No, you cannot. Playing a Character using a [Trigger] effect is not considered playing it using a Character effect.
If my opponent plays a Character card with a base cost of 8 or more using a Character's effect, can I use this [Once Per Turn] effect to make them add 2 cards from the top of their Life cards to their hand?
No. Your opponent will only add 1 card from their Life cards to their hand.
My opponent played "OP06-119 Sanji" when they had 0 Life cards, and used its [On Play] effect to play "OP08-069 Charlotte Linlin".
